To install the texture you will need to download the original model:
https://de.gta5-mods.com/vehicles/2014-skoda-rapid-policija-srbije-serbian-police-pack-els-non-els-replace-template-4k
To install the texture open your OpenIV
In the upper right corner look for "police3.ytd"
Click on "search" and then just open the file and replace the textures "policija_sign_1" and "policija_reflective"
