Very simple mod designed mainly for those who are tired of 90% sunny weather in Los Santos. With this mod weather will change more, which means it will be rainy, foggy, cloudy and etc more often than usual. Tweaked duration a bit for some weather types as well. As a bonus I added light snow, it has pretty low chance to trigger and won't drag for too long (screenshot 3). Looks pretty natural and cool I think.
I haven't rewritten or altered any weathers as in some graphic mods, only tweaked chances and duration.
Particularly, if someone is curious, there's a list of vanilla weather chances comparison to my mod (vanilla - v, mod - m):
EXTRASUNNY - v56 - m30
CLEAR - v35 - m30
CLEARING - v2 - m10
SMOG - v39 - m20
CLOUDS - v11 - m20
FOGGY - v6 - m16
OVERCAST - v13 - m18
RAIN - v3 - m18
THUNDER - v3 - m9
SNOWLIGHT - v0 - m1
As you can see extra sunny, clear and smog has ridiculously high chances in vanilla in comparison to other weather types. I kept sunny weathers ratio higher not to make it rainy, foggy and etc all the time, and I think it works quite well.
Installation:
- Obviously you need latest script hook.
- Use OpenIV and navigate to your *GTA V Root Folder*\mods\update\update.rpf\common\data\levels\gta5
- Replace weather.xml file
To uninstall, just navigate to the same path and remove or replace weather.xml file with original.
Have been playing with it for a couple of weeks now, no issues or inconsistencies detected. Report if you encounter something.
P.S. As most other mods, don't try using it online to be safe.

how can I remove rain and storm? I dont want anything that has to do with rain

I believe there are some other weather mods that have no rain, or open .xml file and change any "rain" or "thunder" weather to anything else from the list, but having all those weathers are the whole point of this mod really...

Yes, of course you can, open .xml file, scroll down until you see lines like:
<CycleName>SMOG</CycleName>
<TimeMult value="3"/>
or
<CycleName>EXTRASUNNY</CycleName>
<TimeMult value="4"/>
Change every weather type (like SMOG or EXTRASUNNY on FOGGY) and it will be fog all the time, easy.
P.S. Don't forget to install your modified file with OpenIV.

Sorry for late reply. Nope, it isn't. Realistic Storm has it's own weather.xml file which will conflict with mine.
Fantastic little mod.
I had my weather lockup on extra sunny due to other mods, this one restores weather cycles without messing any effects granted from other mods.

Rainy with no clouds ? how is that posible ?
Can you make a mod that will make the visibility in game always very bad? I tried to make the fog thicker but im too noob in it. Or is there some way to remove sunny and extrasunny weather from the game?

Sorry for late reply, but if you still want to tweak it, just scroll at the bottom of weather.xml file and change some rain/overcast/thunder to clear/extrasunny. But tbh, if it rains too much for you, you'd rather stick with vanilla. It rains there sometimes, with more realistic weather for LA (in the summer at least). I like it more rainy/foggy/cloudy myself, sorta like late autumn, hence "balanced" in the name.
Not sure if this has been answered already, but are you able to change the values of each one, making it last longer than the others? Would like to increase the chance of thunderstorms to be just a little bit more.
