I can't delete my old comment, but what I wrote was incorrect so I'm making this to correct my mistake. In my particular scenario, the NoHelmet mod not working was due to a conflict with the dismemberment mod. Both mods were using the F11 key for their mod menu. My solution was: move the nohelmet files (NoHelmet.dll & NoHelmet.ini) out of your scripts folder temporarily, I started up the game, went into my dismemberment mod menu by pressing F11, and there was an option to change the menu key so I changed it to F10, saved the changes in the menu's "saved changes" option, shut off the game, placed the NoHelmet files back into the scripts folder, and that fixed the NoHemlet mod not working. If you suspect your issue is also related to a mod conflict, try removing the above mentioned NoHelmet files from the scripts folder, and checking whether or not F11 is in use by another mod and then try to change it if you can. Alternatively, you can try to open up the NoHelmet.ini and the line that says "Open-Key=F11", change F11 to another key that is not in use by another mod or mod menu.
@Aquaphobic sorry I just got back into playing this game and modding after well over a year of taking a break from it. I forgot almost everything I learned about the modding aspect. But I'm picking it back up slowly. I actually just FINALLY figured out how to edit the radio functionality!! I got it working!!! By the way, did you ever create a single mod for all your engine sounds? If I remember correctly, many of your mods conflicted with each other and you said you might create one dlc package for all the sounds. Just thought I would ask.
and also, can someone help me figure out how to edit the radio functionality within a vehicle's audiohash? I use engine audio mods with my car mods and there is one engine sound that I really like but it doesn't have working radio enabled. I know this handling mod editor works with the handling.meta and that the audiohash is something different, but I've asked all over the place and have yet to figure out how to do this.
@ikt I'm confused about how to import the saved handling file back into the game. You don't actually describe how to do this anywhere. I'm doing this for mod cars, not any native cars if that matters. I just edited a car and saved the xml file to the "handling files" folder. I then imported that file back into the corresponding dlc folder for my car from within Open IV. I renamed the file "handling.meta". I opened it made sure the car's vehicle ID was correct. I then tried to start the game back up and it's crashing. I don't know what's going on and I could use some help. Thanks
Just mentioning this in case someone else has the same problem. I've been having an issue where I couldn't start a new game without it crashing while loading the new game every time. Also I was getting an instant failed mission screen upon starting the final heist mission. I recently had to comb through my list of over 200 car mods to find what was causing these issues. This mod was one of 4 different car mods that was causing this issue. I isolated each one and tested to be positive. I'm sure this issue is game version dependent or something, and that this mod probably works fine for many people, but I just wanted to describe this problem in case anyone ends up in the same situation, because it was hell trying to find the culprit. These problems were on single player by the way, if that wasn't already obvious.

@metaxxy I resolved the issue. Your instructions don't specify to put these files in the MODS folder. The x64 folder also exists outside of the MODS folder. Some mods utilize folders outside of the MODS folder. Your instructions say "go to x64/audio/sfx". You should update it so that it is clear that the user needs to go to MODS/x64/audio/sfx instead and replace the files as outlined.

edit: There is no ecoboostv6civ contained within this package. I don't know if you made a change since your initial release. But that folder/file does not exist anywhere within the contents of your upload
