Launch OpenIV
Go to mods/x64/audio/sfx/PROLOGUE.rpf
Drag and drop the td_loading.awc file into the rpf.

@playboyreezy Uploaded to my nexusmods page (Link in the description, follow that, go to my profile it should be there). Not uploaded here yet as I don't have an ingame recording of the mod in action (Which this site requires). Will upload it here when I get on my PC and record this. Until then you can get that from there.
