This mod aims to give peds a lot more variety with their loadouts. Please like and feel free to donate.
Instructions
Open OpenIV. First, click Open Package Installer. Then, double click on the file in the folder. In the package installer window, click Install.
Changelog
1.1 - Combat Pistol added to Security loadout. Custom loadouts have been removed because they are being used for my project.
1.2 - Police Guard loadout now has randomized Carbine Rifle with chances to have different attachments.
1.3 - Pistol Mk. II, Carbine Rifle Mk. II and Pump Shotgun Mk. II added to Army loadout. Double-Action Revolver added to Cult loadout.
1.4 - Double-Barrel Shotgun added to Lost loadout. Grenade added to Army loadout.
2.0 - SNS Pistol Mk. II added to Security loadout. Tracer rounds added to Army loadout. Stone Hatchet and Double-Action Revolver added to Altruist Cult loadout.
3.0 - Re-added custom loadouts. Special Carbine added to SWAT loadout.
3.1 - Minor changes and fixes. Perico Pistol added to Cult loadout.
3.2 - Added non-DLC weapons version in a separate file.
3.3 - Lots of changes. Gangs have a higher chance of using pistols as primary weapons so the majority of them don't always have Micro-SMGs.
3.4 - Service Carbine added to Cult loadout, Compact Rifle added to Lost loadout, and Precision Rifle added to Hillbilly loadout. Now includes changes to weapons so that NPCs can use sniper rifles.
4.0 - Lots of changes. Vanilla and DLC loadouts switched around. Now includes Sniper Rifles and Heavy Weapons choices which allow the AI to use weapons in those two categories.

@xiaozhudengwo Pump Shotgun Mk. II with no attachments has a 70% chance of spawning. I'm not sure what's wrong.
Can you get the SWAT and the army to have grenades? It would be great if they could use a grenade in the middle of a shootout with you!!!@ATP2555
@xiaozhudengwo SWAT have a behavior flag that lets them throw Tear Gas, and Frag Grenades are out of place for them. I could give the Army grenades though.
Can you launch the Army grenade bomb in the next version? That would make me feel great.@ATP2555

I installed a new version, but the army still can not throw grenades, I tried for a long time, still no, please help solve@ATP2555
@xiaozhudengwo I set it so that they have a 10 percent chance of spawning with grenades. If there's twenty soldiers spawned, I'm sure one of them will have grenades(not counting the seven or eight you see walking on the south side of the base).
@ATP2555 Hey, so I didn't exactly download your mod, so much as mod my own loadouts.meta, and you seem to have an understanding of the .meta. I have the SWAT using the SMG Mk.II, but they won't drop it when they die. I also have the Army using the CombatMG Mk.II, but they drop it just fine. What am I doing wrong? Also is there anyway to keep the attachments of a picked up weapon?

@ATP2555 Hey man, this is a great mod and Id love to use it, but I had a small issue. The Cop loadout that contains the stun gun somehow makes all the "pistol cops" use only the stun gun...Any idea or a tip how to delete the stun gun from the code? I dont think the stun gun is needed anyway. Thanks.

What loadouts.meta files do this mod change? I manually install all mods because I use bilago's mod manager so I need to know the exact loadouts.meta files this mod changes. Looks pretty cool imo
