All of you, where Clay doesn't spawn;
Go into the DisableBusiness and set "CypressFlatsHub" to "true" and everything else to "false".
this worked for me.
I've got Smuggler's Run Business, Casino, more garages as well, but somewhat when I enter the Casino, the interior doesn't load, and I'm getting teleported underground.
