why not make an incapacitated mod where instead of them KO'd temporarily, they're writhing in pain instead on the floor for a specific amount of time

I downloaded this properly by replacing witnessinfo with this mod, along with crimeinformation, but the cops cause attention just like if I haven't downloaded it. I do 2 stealth kills without anyone witnessing it or hearing it, I get cop's attention. Any fix?
