FIB hostage rescue team insurgent .
Based off the real FBI's hostage rescue team , they operate on foreign soil for "diplomatic security , criminal extraction , hostage rescue of american citizens overseas" .
So you can see why they need a huge armored vehicle , example of it is in Fast And Furious Five when the fbi hired "Hobbs" to capture "Dominic Toretto" using the vehicle .

@JClem its the actual car , Policesco changed the car to have sirens .
