This mod works GREAT with Singleplayer Snow (https://www.gta5-mods.com/scripts/singleplayer-snow). I recommend that's what you install BEFORE installing this mod. It looks weird when there's snowy police cars chasing you without snow in sight.
Don't upload this anywhere else. This is exclusive to the GTA 5-mods website. Don't use this in Online, either, unless you like seeing your account being banned. Don't EVER go into GTA Online with a modded RPF.
Installation text file is within the archive. Make sure you read it so you know what to do. :)

@1feihu Well it has been made and uploaded before, by myself months ago :p Made it because the 'Travel to North Yankton' has traffic.

@CrewBoss I have an idea, make it so there are only the snowy vehicles on the road! only peds can drive around in the selected snow vehicles.
@Carlos_Moory I was thinking of something like that. Problem is, there's only a small amount of snow vehicles, so there won't be much of a selection. :P
